The situation in this country
Bulgaria is clearly lagging behind. In January 2026 the Ministry of Electronic Governance confirmed via the state news agency BTA that no decisions had been taken on the coordination model, the market surveillance authorities, the sanctioning regime or a national AI register; the national framework was expected in the course of 2026 at the earliest. Only seven fundamental rights authorities have been formally designated (Council of Ministers Decision 398, June 2025), and a draft decision to designate the Bulgarian Accreditation Service as notifying authority had not yet been submitted to the Council of Ministers in early 2026. No verified MSA designation or adopted implementing law was found as of 10 August 2026.

Ministry confirms: no market surveillance and no sanctioning regime for the AI Act yet
The Ministry of Electronic Governance stated that the national framework for the AI Act is still in the preparatory stage: no decision on the coordination model, the market surveillance authorities or the sanctioning regime. A draft decision to designate the national Accreditation Service as notifying authority had not yet been submitted to the Council of Ministers; March 2026 was mentioned as the target date for the national framework, which has since passed without a confirmed designation.

Council of Ministers designates seven fundamental rights authorities under the AI Act
With Decision 398 the Bulgarian Council of Ministers designated seven national bodies protecting fundamental rights within the meaning of Article 77 of the AI Act, including the national Ombudsman, the Central Election Commission and the Commission for Protection against Discrimination. To date this is the only formal designation of authorities in Bulgaria under the AI Act.
