The situation in this country
Hungary is among the first member states with an operational national framework. Act LXXV of 2025 (published in the Magyar Közlöny on 31 October 2025, largely in force since 1 December 2025) and Government Decree 344/2025 (X.31.) designate the Minister for Enterprise Development as market surveillance authority and single point of contact, and the National Accreditation Authority as notifying authority. For high-risk AI systems directly providing financial services, the Hungarian National Bank acts as supervisor. An advisory Hungarian AI Council has been established and the regulation's fine maxima have been converted into forint amounts, up to HUF 13.3 billion (the equivalent of EUR 35 million) or 7 percent of worldwide annual turnover for prohibited practices.

Government Decree 344/2025 designates authorities
Government Decree 344/2025 (X.31.) designates the national authorities, sets procedural and reporting rules, provides for the Hungarian AI Council and converts the EU fine maxima into forint amounts, including HUF 13.3 billion as the equivalent of the Article 99 maximum. The Minister for Enterprise Development becomes market surveillance authority and contact point, the National Accreditation Authority the notifying authority.

Act LXXV of 2025 implementing the AI Regulation published
Act LXXV of 2025 on the domestic implementation of the AI Regulation was published in the Magyar Közlöny on 31 October 2025 and largely entered into force on 1 December 2025, with certain regulatory sandbox provisions following on 2 August 2026. It establishes domestic oversight, market surveillance processes and sanctions.

Hungarian authority fines bank for AI voice analysis of customer calls
The NAIH imposed a fine of 250 million forints (around 700,000 euros) on a bank that automatically analysed customer service calls for emotion with AI, without a valid legal basis and without informing customers. Emotion recognition in the workplace and in education now falls under the Article 5 prohibition of the AI Act; in customer contact the Article 50 transparency duties apply.
