The situation in this country

In an informational report reviewed by the Cabinet (February 2025), Latvia opted for a decentralised model with more than ten sectoral market surveillance authorities, coordinated by the ministry VARAM. The Data State Inspectorate supervises prohibited practices and high-risk AI systems, the Bank of Latvia covers the financial sector and the Ministry of Economics acts as notifying authority; the Ombudsman is the fundamental rights authority. For the financial sector an implementing law with sanctions up to EUR 35 million has been adopted and is in force since 1 October 2025; a general implementing and penalties law for other sectors has not yet been adopted.

    Saeima adopts law on digital resilience and AI use in the financial market

    The Latvian parliament adopted in final reading the law applying DORA and the AI Act to financial market participants supervised by the Bank of Latvia. Prohibited AI practices by financial market participants can be fined up to EUR 35 million or 7 percent of turnover, transparency violations up to EUR 7.5 million or 1 percent. The law entered into force on 1 October 2025 and is the first Latvian sanctions legislation under the AI Act, limited to the financial sector.

    Saeima adopts the Artificial Intelligence Centre Law

    The Latvian parliament adopted the Artificial Intelligence Centre Law in final reading, establishing the national AI centre as the hub for AI development and the national regulatory sandbox. The law entered into force on 20 March 2025. This is flanking legislation to the AI Act, not a penalties law.

    Cabinet reviews AI Act implementation plan and allocates supervisory roles

    The Latvian Cabinet of Ministers reviewed the informational report on implementing the AI Act. VARAM coordinates, the Ministry of Economics becomes the notifying authority, the Ombudsman the fundamental rights authority, and multiple sectoral bodies including the Consumer Rights Protection Centre, the Data State Inspectorate and the Bank of Latvia share market surveillance. The Data State Inspectorate is assigned supervision of prohibited practices and high-risk AI systems.
