The situation in this country
Lithuania is among the EU frontrunners and one of the Member States with a single central market surveillance authority. On 14 January 2025 the Seimas adopted amendments to the Law on Technology and Innovation, making the RRT the national market surveillance authority and single point of contact as of 1 April 2025, with the Innovation Agency (Inovacijų agentūra) as notifying authority. The RRT positions itself as coordinator of sectoral supervisors and is building a national competence centre for AI market surveillance.

RRT study: 90 percent of supervisory institutions not yet ready for AI Act supervision
A study initiated by the RRT shows that 90 percent of surveyed Lithuanian institutions are insufficiently prepared for supervision under the AI Act, mainly due to a lack of practical expertise. The RRT announced a national AI market surveillance competence centre with 3 to 5 experts, national training programmes for supervisors and a coordinated supervision methodology.

RRT becomes market surveillance authority and single point of contact, Innovation Agency notifying authority
As of 1 April 2025 the Communications Regulatory Authority (RRT) is the national competent market surveillance authority and general contact point under the AI Act. The Innovation Agency is the notifying authority for conformity assessment of high-risk AI systems and leads the national regulatory sandbox.

Seimas adopts amendments to the Law on Technology and Innovation implementing the AI Act
The Lithuanian parliament adopted amendments to the Law on Technology and Innovation (No XIII-1414) and related legislation establishing the institutional framework for the AI Act, including the designation of the RRT as market surveillance authority, the Innovation Agency as notifying authority and the basis for a national AI sandbox.
