Commission Implementing Regulation (EU) 2026/1755 on detailed arrangements for the conduct of certain proceedings by the Commission pursuant to Regulation (EU) 2024/1689
PublishedEuropean Commission21 Jul 2026
The regulation of 20 July 2026, in force since 10 August 2026, implements Article 92 and Article 101. It governs how the Commission requests access to a general-purpose AI model (through APIs, source code, model weights or the hosting infrastructure), how it selects and appoints independent experts, and how fining proceedings run: opening and closing, at least 21 days to respond to preliminary findings, access to the file, protection of business secrets and five-year limitation periods.
What this means for you
For providers of general-purpose AI models this settles what a Commission evaluation or fining procedure asks of them in practice, and which rights they have in it.
