AI training under Article 4: what must your organisation do?

Article 4 of the EU AI Act has applied since 2 February 2025. Since 27 July 2026, providers and deployers must take measures to support the development of AI literacy. Those measures should reflect technical knowledge, experience, education, the context of use and affected persons. The law does not require a specific individual level, standard course or certificate.

What must my organisation do for AI literacy under Article 4?

Map who works with which AI systems and take appropriate measures to develop their AI literacy. Consider technical knowledge, experience, education, the context of use and the people affected by the AI system. Keep an internal record of the measures selected.

Is AI literacy training legally mandatory?

Article 4 requires appropriate measures but does not prescribe a specific training or standard course. Training can be an appropriate measure. Guidance, work instructions and practical exercises may also count when they fit the role and context.

Does everyone need to reach the same AI literacy level?

No. Since 27 July 2026, Article 4 expressly states that no specific individual level must be guaranteed. The approach may differ by role as long as the organisation considers relevant knowledge, experience, education, context of use and impact.

Do employees need an Article 4 certificate?

No. The European Commission says no certificate is required. A certificate can still form part of an internal record together with training records, work instructions, practical guidance and periodic review.
