Article 14: human oversight
High-risk AI must be designed so that humans can effectively oversee it and intervene.
Article 14 requires high-risk systems to be effectively overseeable by natural persons, with measures enabling them to understand the system, correctly interpret output, remain aware of automation bias, and decide not to use, to disregard or to stop the system.
Praxikon tracks Article 14: human oversight under the EU AI Act, checked against the official source on 8 August 2026, citing the source for every statement.

From source to evidence
Why this obligation applies, what it asks of you, and what you show for it.
Applies
Upcoming · 2 December 2027
For whom
- Deployer
- Provider of an AI system
What you do
Design and assign effective human oversight
What you record
Oversight file per system
Official source
Who this is relevant to
When this applies
Deployer
An organisation using an AI system under its authority, excluding personal non-professional use.
Provider of an AI system
A party that develops or has an AI system developed and places it on the market under its own name.
- 1The system is high-risk; the provider builds in oversight measures, the deployer assigns oversight to competent persons.
What the official source establishes
For the Annex III route this requirement applies from 2 December 2027; for high-risk AI in regulated products (Annex I) from 2 August 2028.
Our interpretation
The official source remains authoritative. This general interpretation is not legal advice.
Oversight on paper is not oversight: the law names automation bias explicitly, so a human who may only click through does not count. Effective oversight requires understanding, time and mandate, which ties directly into the Article 4 literacy measures.
What you can do now
Appoint the overseeing persons per (upcoming) high-risk system now, train them specifically and record their mandate to intervene in writing.
- 01
Design and assign effective human oversight
Determine oversight measures per system, appoint competent persons and give them the mandate to intervene or stop.
What to retain
Oversight file per system
Record of oversight measures, appointed persons, their training and the moments of intervention.
Control and reassessment
Oversight test before go-live
Before go-live, test that intervening, stopping and disregarding output actually works and is assigned.
