- ExceptionArticle 4 prescribes no coverage percentage, record format or frequency. The reconciliation is a means of showing that the measures reach the persons referred to in Article 4(1); it is not itself a legal obligation.
As long as this exception is not ruled out, the outcome stays conditional and you have to establish it yourself.
