What this object states
Official fact
Attributable to a named primary source, with a locator. Where they differ, the official source prevails.
Commission Implementing Regulation (EU) 2026/1755 of 20 July 2026, published on 21 July 2026 and in force since 10 August 2026, lays down under Article 92(6) and Article 101(6) of Regulation (EU) 2024/1689 how the Commission evaluates general-purpose AI models and how it conducts proceedings that may lead to a fine. Where the Commission requests access to a model, its decision specifies the technical means, components, conditions and time limit; that access may run through APIs, the source code, the model weights or the infrastructure hosting the model (Article 2). Independent experts evaluating on behalf of the Commission must remain independent and ensure confidentiality (Articles 3 and 4). For fining proceedings the regulation governs the opening and closing of proceedings (Articles 5 and 6), written observations on preliminary findings within a time limit set by the Commission of no less than 21 days (Article 7), access to the file (Article 8) and limitation periods of five years for imposing and for enforcing fines (Articles 10 and 11).
